Ronald Maines has practiced media law, federal regulatory law, and federal appellate litigation for over 20 years. He has broad experience in rulemaking and licensing proceedings, spectrum auctions, mergers and acquisitions, channel lease negotiations, and issues involving compliance and enforcement, political broadcasting, and concentration of media ownership. He has facilitated the resolution of numerous complex or intractable regulatory issues through negotiations with agency staff and high-level officials of the FCC, NTIA, RUS, and with Members of Congress. As communications counsel to Wall Street investment houses, Mr. Maines has advised clients concerning major corporate transactions affected by FCC, Justice Department, and Congressional scrutiny.
His appellate litigation practice focuses on regulatory, media, and constitutional issues. Before the Supreme Court, Mr. Maines has been counsel of record in 21 cases, principally on behalf of amici curiae. In 1998, he was appointed by Justice Sandra Day O'Connnor to argue an important Bill of Rights case. His clients before the High Court have ranged from Members of the U.S. Senate to businesses and think tanks. Before federal courts of appeal, Mr. Maines has been counsel of record or co-counsel in 19 cases. He has been an adjunct instructor in Constitutional Litigation at Georgetown University, and a Senior Visiting Fellow, Visitor to the Faculty, and Advisory Board member in Cambridge University's Centre for Public Law.
Mr. Maines' client-side experience has been as a principal or member of senior management for successful broadcast and telecom enterprises. He is co-creator of The History Channel and co-founder of a wireless technology and equipment company, subsequently overseeing the sale of both firms' principal assets in widely reported transactions. Prior to those ventures, Mr. Maines was a senior officer in the corporate licensee of radio broadcast stations. He has substantial experience directing legal and procedural audits, conducting due diligence in preparation for institutional financing, identifying and negotiating with likely strategic partners and major investment houses, and framing capital financing packages.
